Vernon, CA

A former battery recycling facility was located about five miles southeast of downtown Los Angeles in the City of Vernon. It occupied 15 acres in a heavy industrial region with surrounding residential areas less than a mile away to the north, south, and east. The facility recycled lead-bearing scrap materials obtained from spent lead-acid batteries to produce marketable lead ingots.  Currently, the former facility is undergoing facility closure activities. On-site and off-site corrective actions (including residential cleanups) are also ongoing.  Panacea provided oversight of the lead-impacted soil remediation on the residential properties within the Preliminary Investigation Area, an area of approximately 1.7-mile radius of the former facility.  Panacea also performed the following:

  • Technical reviews and consultations on various lead sampling equipment, soil sampling protocols, and laboratory methods.
  • Assisted with the preparation of remediation workplans, and reviewed contractor’s lead-safe work practices.
  • Fugitive dust monitoring at the project site and preparation of daily reports to ensure compliance with applicable SCAQMD and Cal/OSHA regulatory requirements.
