Led a comprehensive survey of fixed ladders, cages, wells, swing gates, and drop bars at 2 oil refineries in California to evaluate compliance with OSHA’s final rule on Walking-Working Surfaces and Fall Protection Standards (29 CFR 1910 Subpart D). The scope of work included:

  • Conducted pre-field planning and preparation to ensure efficient site execution.
  • Performed a detailed field inventory of all fixed access equipment, including ladders, cages, wells, swing gates, and drop bars.
  • Utilized intrinsically safe cameras to document equipment condition, location, and configuration during site visits.
  • Evaluated compliance with OSHA’s updated requirements, including the phased elimination of ladder cages for ladders over 24 feet and the requirement for personal fall arrest or ladder safety systems on new and replacement ladders.
  • Provided recommendations to meet regulatory deadlines and ensure long-term compliance.
  • A comprehensive Excel spreadsheet detailing each piece of equipment, its location, applicable OSHA regulatory requirements, and recommendations for short- and long-term corrective actions.
  • Integration of findings into the refinery’s Safety-in-Design manual
  • A photographic log with location-tagged images of each item surveyed.
  • Annotated plot plans identifying the location of all affected equipment
