Conducted an environmental compliance review for an industrial facility in Carson, California, on behalf of a prospective property purchaser during the due diligence period. The scope of work included:
- Chemical Inventory and Regulatory Review: Evaluated anticipated chemical usage and storage volumes, and assessed compliance requirements under the Certified Unified Program Agency (CUPA), including the Hazardous Materials Business Plan (HMBP), Accidental Release Prevention (Cal/ARP) Program, hazardous waste management, aboveground storage tank regulations, and reporting obligations under the California Environmental Reporting System (CERS), as well as City of Carson and Los Angeles County requirements.
- Operational Compliance Assessment: Conducted a comprehensive review of City of Carson regulations for operating a general warehouse and storage facility receiving chemical shipments via rail tankers and trucks, including zoning, permitting, and operational standards.
- Prepared a detailed summary of applicable federal, state, and local regulatory requirements for the storage and handling of hazardous materials. The report included guidance on registration, permitting, and required plans and reports for new businesses operating within the City of Carson.
