Performed a Phase I Environmental Site Assessment (ESA) for a property in Commerce, Los Angeles County, in accordance with ASTM #E1527-21. The assessment aimed to identify Recognized Environmental Conditions (RECs) and support the User’s eligibility for CERCLA liability protections. The site, a 33,000-square-foot paved parcel with a 3,700-square-foot building constructed in 1947, was unoccupied at the time of assessment. The property is owned by a logistics company specializing in rail, harbor drayage, and regional distribution services. No RECs were identified; however, significant data gaps were noted due to missing soil, groundwater, and vapor sampling data, and the absence of closure documentation for multiple historical USTs (ranging from 600 to 18,000 gallons). Recommendations included a geophysical survey to confirm the presence/absence of USTs and a limited subsurface investigation to assess potential petroleum hydrocarbon impacts.
